Mr. Mosley attended the Pittsburgh Institute of Aeronautics and B29 Engineering School in Amarillo, Texas. He studied electronics at the National Radio Institute, Motorola Institute of Technology and Radio Corporation of America.
He served in the Air Force as a mechanic during World War II. He helped dismantle the Dachau concentration camp in Germany.
Returning to Greene County, Kelce eventually opened M&G Television with the late John Gusic of Waynesburg.
Kelce served as Greene County commissioner from 1988 to 1992. During his term, he spearheaded many projects including: construction of SCI Greene; the I-79 Kirby Welcome Center and Miner’s Monument; and the Veteran’s Memorial on the Greene County Courthouse lawn; as well as renovations to both the Greene County Fairgrounds and Eva K. Bowlby Public Library. He was also the Founder and President of Concerned Citizens for Responsive Government.
He is survived by his loving wife of 61 years, Minerva Mosley; his children, Diane Melnick (Fred), Debbie Mosley, Linda Cejmer (Daniel), Sundra MtJoy (Robert), Michael Mosley (Martha), Sean Mosley (Michelle), Robert Mosley, Barbara Thomanek (David); and 15 grandchildren and 6 great-grandchildren. Also surviving are his siblings Nelce, Mary Jane, Ollie, Martha, and Vera. In addition to his parents, Kelce was preceded in death by his sons Mark and David, his brother Bill and grandson Robert Bailer.
Friends will be received from 4 to 8 p.m. on Monday in the Behm Funeral Home, 182 W. High Street, Waynesburg, where a Blessing service will be held on Tuesday, June 26, 2012 at 10:30 a.m. followed by a Mass of Christian burial at 11 a.m. at St. Ann’s Catholic Church, Waynesburg, with the Fr. Richard Thompson as celebrant. Interment will follow in Greene County Memorial Park, Waynesburg. Graveside Military Rites will be accorded by the United States Air Force. In lieu of flowers, the family requests donations be made to St. Ann’s Catholic Church in Waynesburg or Cornerstone Care Prescription Assistance Program in Greensboro.
