He was born Thursday, September 27, 1923 in Waynesburg, PA a son of the late Leausure Ross Vance and Pearl Temple Vance.
He was a maintenance mechanic for a steel corporation. He is survived by his Wife: Ethel Morrison Vance whom he married on July 17, 1957. Also surviving are 1 Daughter: Karen Vance and husband Jeff McWilliams of Carmichaels, PA, 3 Sons: Dave and wife Stephena Vance of Waynesburg, PA, Ron Vance of Waynesburg, PA and Wilbert Vance Jr. of Waynesburg, PA. 4 Grandchildren and several nieces and nephews. He was the last of his immediate family. Deceased are 5 Sisters.
