

Bill was born in Sulphur, LA on July 11, 1922, and was the son of Colliste and Allard Picard. He lived in Westlake most of his life. Bill’s father was, at one point, the sheriff of Westlake. He served in the US Army as a rifleman. Being very active in the Westlake Nazarene Church, Bill was a Sunday school teacher for many years as well as cooking for fund raising barbeques. He played softball on the Citgo team and was hired as an apprentice welder. Bill retired from Citgo Refinery. His passion was making and selling barbeque pits. Bill had a great love for people and was very giving and kind.
Bill was preceded in death by his parents, Colliste and Allard Picard; his sister, Audrey Owen; first wife, Agnes Hoffpauir Picard and second wife, Winnie Morvant Picard.
He is survived by his sister, Ruth Pinion of Texas; son, J.C. Picard and wife, Julie of Westlake, LA; daughters, Rose Bass of Helena, AL and Billie Jo Floyd and husband, Joe of Knoxville, TN; step-daughter and dear friend, Vicki Granger; 8 grandchildren, Shawn Peterson, Amy Picard, Mika Whittaker, Stacy Ervin, Joy Munson, Christopher Campbell, Andy Floyd and B.J. Bass; 22 great-grandchildren, Jace, Kyle, Eric, Brent, Logan, Luke, Landon, Hailey, Liam, Finn, Britta, Parker, Peyton, Jackson, Shannon, Brian, Kenny, Coda, Trey, Skye, Natalie and Madaline; and 3 great-great-grandchildren, Talen, Jaxon and Marley.
Visitation will be on Sunday, February 5, 2017 at Hixson Funeral Home of Westlake from 5pm-8pm and will resume on Monday from 9am until service time. Funeral services will be at 10 am on Monday at the funeral home. The Rev. Joy Comeaux will officiate. Burial will be in Westlake Memorial Cemetery.
