Dulcie was born in North Plainfield, New Jersey, and died in Thousand Oaks, California, at age 86. She is a graduate of North Plainfield (NJ) High School and was a bank secretary in New Jersey.

Dulcie was active in philately for most of her life. She served as program editor for the Stamp Exhibition of Southern California (SESCAL) and received its Distinguished Service Award. She had also received the Distinguished Service Award from the American Topical Association. She was a longtime newsletter editor for the Graphics Philately Association and earned numerous awards for her philatelic exhibits.

She supported the Girl Scouts of America as a Brownie and Girl Scout Leader and the Boy Scouts of America as a Cub Scout Den Mother and Den Mother Leader.

Dulcie is predeceased by her parents, William Steinbeck and Helen (Bachart) Steinbeck in New Jersey and by her brother, Kenneth Steinbeck in San Jose, California. She is survived by her husband of 64 years, Henry E. Apgar Jr., and two children, Henry E. Apgar III of Concord, CA, and Jane Sommers of Salem, OR.
