Born in Hartford on March 21, 1943, he was the son of the late Herbert Field and Barbara (Mulheron) Fisher, Jr. William graduated from the Hartford Public High School in 1961 and then from the University of Connecticut in 1967, with a Bachelor of Arts Degree in American History. He served his country honorably in the US Army with the 25th (Lightning Bolt) Infantry Division: Artillery Fire Direction, during the Vietnam War. William received the Bronze Star for Valor in 1969. This is the fourth highest combat mental offered by the United States Army.
Upon returning to civilian life, he worked as an Independent House Painter with the FISHER PAINTING COMPANY, West Hartford, CT.

The Special Education students he worked with adored him due to his positive attitude and grounded advice for success for the future. He also related to them since he had attended the Hartford Public Schools himself, grades K-12.
He is survived by his brother, Geoffrey Griswold Fisher of Sarasota, FL, and his future sister-in-law Elizabeth Homer also of Sarasota, FL, by his cousins Linda Fisher Bunza of Portland, Oregon, Elizabeth McCormick, Duxbury, MA, William Huck Handy, Hingham, MA, Stephen Handy, Hingham, MA, Mary Frances Wirth, West Chester, PA, William Scott Fisher of Palatka, Florida, Carol Fisher Shepard, South Windsor, CT, Peter Fisher of Cataumet, MA, and John and Geri Cable, of Colorado Springs, CO.

Family and friends are invited to attend the funeral, on Wednesday, March 1, 2023, at 10:30 a.m. The Hearse will lead the way to the state Veteran's Cemetery on Bow Lane in Middletown, CT.
Because of his stature as a decorated combat veteran, he will be interred at the State of Connecticut's Military Cemetery on Bow Lane, Middletown, CT. The graveside service will include a brief prayer from Saint Sebastian's pastor Reverend James Thaikoottathil, plus the military folding of the American flag, a three gun-volley salute, and the playing of taps, a standard military bugle call at funerals since July 1862 during the American Civil War.
