

Frances Dee Foster (née Ware), aged 83, passed away on October 3, 2026, in Wichita Falls, Texas. Born on August 28, 1943, in Amarillo, Texas, to the late Lawrence Ware and Annie Dee Hughes. Frances was known for her loving, kind, and generous nature.
Frances dedicated her life to her family as a devoted housewife and mother. She raised five children and cherished her role as a “Grannie”, always finding joy in spending time with her family. Her home was a hub of warmth, where she enjoyed cooking and engaging in her favorite hobby, reading, often surrounded by her grandchildren.
She is survived by her children, Karl Harmon and his wife Cindy, Tina Kizziar and her husband Chris, Toni Ozment and her husband Brian, and Randy Foster and his wife Tina. Frances was a beloved Grannie to Alicia Dignan, Amber Harmon, Jessica Culpepper, Matthew Ozment, Mykel Foster, KC Foster and two sisters Sally McDole and Patsy Lyon, along with many great-grandchildren, nieces, and nephews who adored her. She was preceded in death by her loving husband, RL Foster, her son Andy Harmon, and her sisters Donna Welborn and Freda Higgins.
A service to honor Frances's life will be held at 2 pm at the Hampton Vaughan Funeral Home in Wichita Falls, Texas, officiated by Micky Carroll. In remembrance of Frances's giving spirit, the family requests that contributions be made to Hospice of Wichita Falls in lieu of flowers.
