

She graduated from Oil City High School in 1953. On September 20, 1953, she married the love of her life, Ralph Disque Stephens, who preceded her in death in March 2017.
Phoebe worked for Bell Telephone, The Derrick (newspaper), and The Pennsylvania State University, retiring from the university in 1995 after 28 years of service. She resided in Seneca, PA, Pine Grove Mills, PA, and most recently in Williamsburg, VA. She was a member of Williamsburg United Methodist Church.
She treasured her family and especially loved the family vacations at Lake Gaston and the Outer Banks. She enjoyed spending time with family and friends, traveling, knitting, reading, history, playing cards, gardening, and Penn State football.
She is survived by her daughter, Debbie (Gene) Bruss of Williamsburg, VA; her son, Sam (Cindy) Stephens of Hainesport, NJ; and her daughter, Jan (Steve) Browder of Cary, NC. She is also survived by six grandchildren, Shaun (Lia) Stephens, Jenna (Kevin) Martin, Andrew Browder (partner Eden Sires), Zachary Bruss, Leigh (James) Brumbaugh, Jordan Bruss (fiancé Alex Armbruster); and nine great-grandchildren. Also surviving are sister, Josephine Miller of Oil City, PA; sister-in-law, Darlene (John) Cubbon of Oil City, PA; and numerous nieces and nephews.
In addition to her parents and husband, she was preceded in death by sisters, Imogene Dudzic and Donna Alex and brother, James Vogan, Sr.
An intimate family service will be held at a future date at Williamsburg United Methodist Church with a private inurnment in the Memorial Garden.
