My condolences to the Vargas family on the loss of Chico.  I had known Chico for years and at one point our sons played on the same soccer team.  It is a loss to the soccer community as well as to the Vargas family.  The Manitoba Soccer Referees' Association would also like to send condolences for the years of service that Victor (Chico) provided to them.

It's been 1 month since you have been gone and it feels like just yesterday,and it still feels not real to know that you are not here on this earth and that anytime I go back to winnipeg again,that I have to come in to realization that yes I was in winnipeg just a few weeks ago saying my good byes to you and not believing that you were gone,but in my Heart you will live Forever and ever till we meet again and I know that you are helping all of us move along us much as you can with your big smiles and arms and hugs that lift us at times that some of us may not even realize because all they have to do is close their eyes and find it within themselves to believe and know that you are there watching over them,and this I know so clear Victor <3 Oh How I miss you and all my other family members that I know are with you at this time pulling through for all of us to find the strenghth that we all need,in times like these <3 Forever you will be in my heart and never forgotten <3 Your smiles wil lift me higher than ever before <3 <3

Victor was such a great friend, colleague and soccer player. I was close to him in our younger days and I truly was shocked to hear of his passing. He was a good referee, player and coach. The community will surely miss him and his knowledge of the game. Our thoughts are with his family.  Jim Delorme and family.

Very sad news to hear that Victor had passed away. I will always remember him as a player, referee and a big supporter of his children when they played. He was always passionate about the beautiful game.

Así como en algún momento me tocó recibirte como amigo, hoy te despido; dolido por tu prematura partida, pero contento por haberte podido conocer parte de ti. Muchísimas gracias por tu amistad, compañerismo, generosidad, y tu humildad como Chileno  tu dedicación a tus hijos, nietos y tu familia en todo este tiempo que pudimos compartir en Winnipeg, en nuestra comunidad y en nuestro pequeño grupo de amigos  siempre te recordaremos y admiraremos tu alegría, tu esfuerzo a tener una mejor comunidad y un deportivo  donde crezcan nuestros hijos jugando al deporte que mas amastes el football,tu motivación y dedicación a tu familia, es el ejemplo que nos dejas y seguir ese ejemplo creo que es la mejor forma de honrarte.
Sin dudas, estoy muy triste por todo lo que ha pasado, Será difícil estar sin uno de mis amigos.  Soy absolutamente incapaz de dimensionar y comprender el gran dolor que tenías adentro, sólo espero que hayas encontrado la paz que tanto anhelabas. Estoy seguro que este mundo era muy poco para tí. ¡Adiós crack, descansa en paz amigo!  Mis condolencias, en especial para Juanita, Roberto,Andrea y Victor (piolin) y para toda  la familia.
