

Fred was born on August 6, 1959, to the late Betty White and Howard Fred Phillips. He was preceded in death by both his parents, but leaves behind a legacy of love, faith, and family.
Fred, affectionately known as “Billy” by those closest to him, was a kind-hearted man who loved hunting, fishing, and spending time with his family. He was a proud high school graduate who dedicated his life to hard work as a concrete finisher. More than anything, Fred loved Jesus and made his faith known to everyone around him. He was a member of the Pentecostal church and carried his beliefs with grace and humility.
Billy was the gentle giant of the family—always welcoming everyone with open arms and a hug, no matter the occasion. He never missed a chance to tell his loved ones how much they meant to him. He was the kind soul of the family and was deeply loved by all who knew him.
He is survived by his siblings: Robert Wasden, Craig Phillips, Carl Phillips and his wife Tiffany Phillips, Patricia Baggett and her husband Tony Baggett, Teresa Lewter, and Jeannie Bradberry. He is also lovingly remembered by 11 nephews, 7 nieces, 10 great-nieces, and 12 great-nephews, each of whom held a special place in his heart.
One of Billy’s favorite Bible chapters was Psalms 23, and it brought him great comfort throughout his life. His faith was the cornerstone of his strength and his kindness.
