

As a child, Frank relocated with his family to the Yakima Valley, where they made their home in Moxee. There, he attended elementary school, graduated from East Valley High School, and remained a lifelong resident.
Frank proudly served his country in the United States Army, including overseas service in Korea. He continued his dedication through the Army National Guard, and later served his community as a volunteer firefighter and a corrections officer until his retirement. After retirement, he continued his volunteerism helping fellow Veterans.
He was welcomed home by his parents, Gladys and Johnny Owens; his brothers, James Owens and Willie Owens; and his sister-in-law, Gay Owens. Frank will be deeply missed by his children: daughter Lisa Kraft and her husband, Jeff; granddaughters Emma and Sophie; and Lisa’s mother, Glenna; as well as his son Jeremy Owens and his wife, Veronica; granddaughter Coraline.
He also leaves behind his sisters, Claira Bakker and her husband, Vern, and Deborah Owens Bell and her husband, Doug Stiles; sister-in-law, Arlene Owens; many nieces and nephews; family members in Arkansas and lifelong friends.
A graveside service will be held at West Hills Memorial Park, located at 11800 Douglas Rd, Yakima, WA, 98908, US. The service is scheduled for November 22, 2025, from 11:30 am.
