Phuc was born on April 23rd, 1931, in Vinh, Nghe An, Vietnam. He married the love of his life, Loan Anh, on April 22nd, 1956, and together they have 7 children, 12 grandchildren, and 1 great granddaughter. As a former military officer of South Vietnam, he fought valiantly and with honor for the freedom of his beloved country. When South Vietnam fell to the communist in 1975, he sought freedom with his family in the United States and settled down in Rantoul and Urbana, Illinois, and finally retired in Beaverton, Oregon. Phuc loved his new country, The USA, and the American spirit. He worked many jobs tirelessly to provide for his family and made sure his children received good education. Phuc was a devout Buddhist. He was active in the Vietnamese communities where he lived; always ready to help those in need. He was very generous in donations to many non-profit organizations. He was firm but romantic, demanding but understanding, strict but humorous. He was a writer, a poet, and an artist. In his retirement years, he loved to travel with his wife, take care of his garden, and draw and paint portraits of his children and landscapes. To his children, he was and will always be their hero.
Phuc is survived by his lovely wife of 65 years, Loan Anh; his children, Thomas and his wife Rosemary Moc Huong, Lan and her husband Loc, Melanie, Katherine and her husband Chi, Lawrence and his wife Thuy, Daniel and his wife Hong Anh, and Elizabeth and her husband James; his grandchildren, Alex and his wife Marissa, Amanda, Andrew and his wife Yen, Daniel, Michael and his fiancé Virginia, Matthew, Kevin, Mai Que Anh, Taylor, Ryan, Benjamin, and Trinity; and his great-granddaughter, Vivienne.

Ông Phan Văn Phúc tạ thế ngày 24 tháng 4, 2021, tại Beaverton, OR, hưởng thọ 90 tuổi.
Ông Phúc sanh ngày 23 tháng 4, 1931, tại Vinh, Nghệ An, Việt Nam. Ông cưới người bạn đời của ông, bà Loan Anh, vào ngày 22 tháng 4, 1956, và cùng nhau, họ có bảy người con, mười hai cháu nội ngoại, và một chắt. Là một cựu quân nhân quân lực Việt Nam Cộng Hòa, ông đã chiến đấu dũng cảm, với danh dự, cho tự do của đất nước thân yêu của ông. Sau khi miền Nam Việt Nam rơi vào tay cộng sản vào năm 1975, ông cùng gia đình tìm tự do ở Hoa Kỳ và định cư ở thành phố Rantoul và Urbana, Illinois, rồi cuối cùng nghỉ hưu tại Beaverton, Oregon. Ông Phúc yêu thương quốc gia Hoa Kỳ mới của ông và tinh thần của người Mỹ. Ông cần cù làm nhiều công việc để chu cấp cho gia đình và bảo đảm các con học hành thành đạt. Ông là một Phật tử sùng tín và hoạt động tích cực trong các cộng đồng Việt Nam nơi ông sinh sống; luôn sẵn sàng giúp đỡ những người gặp khó khăn. Ông rất hào phóng trong việc quyên góp cho các hội từ thiện và tổ chức vô vụ lợi. Ông Phúc tính tình cứng rắng nhưng lãng mạn, khắt khe nhưng thông cảm, nghiêm khắc nhưng vui tính. Ông là một nhà văn, một nhà thơ, và một nghệ sĩ. Trong những năm nghỉ hưu, ông thích đi du lịch với vợ, chăm sóc vườn tược, và sơn vẽ tranh ảnh chân dung của các con của ông và phong cảnh. Đối với các con của ông, ông luôn luôn là một người anh hùng.
Ông Phúc ra đi để lại người vợ yêu quý của 65 năm; các con là Thọ và vợ là Mộc Hương, Lan và chồng là Lộc, Mai, Thảo và chồng là Chi, Lộc và vợ là Thúy, Daniel và vợ là Hồng Anh, và Nga và chồng là James; cháu nội ngoại là, Alex và vợ là Marissa, Amanda, Andrew và vợ là Yến, Daniel, Michael và hôn phu là Virginia, Matthew, Kevin, Mai Quế Anh, Taylor, Ryan, Benjamin, và Trinity; và chắt gái là Vivienne.
