Sus padres fueron Alfredo Rubio y Teresa Amaya, siendo hija única. Carmen perdió a su madre cuando tenía dos años de edad siendo criada por su abuela paterna Herlinda y su Tía Rosa. Dios le concedió conocer a su madre a sus cinco años por medio de una visión. En una ocasión, la abuela de Carmen, la dejó sola en casa mientras iba al mercado. En aquel momento, de forma inesperada se le apareció una mujer vestida de blanco y le dijo que la alistaría para que estuviera arreglada cuando regresara su abuela. Cuando la mujer de blanco terminó, le dijo a Carmen que se tenía que ir con dos hombres que la estaban esperando (mientras apuntaba hacía donde estaban los dos hombres parados). Cuando Carmen volteó a verlos, vio que vestían con túnicas blancas. La mujer de blanco siguió hablando y le dijo “Cuando tu abuela regrese le dices que tu mamá Teresa te arregló y peinó, yo me tengo que ir mi niña linda”. Carmen vio a su mamá Teresa y a los dos hombres desaparecer por la pared de la casa. Esta historia la platicaba con alegría, como regalo que Dios le dio para conocer a su mamá.
A mediados de los años sesentas llegó a la ciudad de Tijuana, invitada por la Hna. Blanca Saldaña. Carmen se desempeñó como modista de alta costura. Su deseo era poder cruzar la frontera y trabajar en Los Angeles, California y quizas mudarse a Boston, Massachusetts en donde viviría con su tío paterno Marvin Rubio; sin embargo el plan de Dios era otro. En ese mismo año ella conoció a Eleazar Estrada en La Iglesia de Dios de la Profecía en la calle tercera y al instante se enamoró de él.
En 1966 obtuvo su visa y se fue a Los Angeles, California donde trabajó por un tiempo; pero sus planes de visitar Boston cambiaron cuando el 6 de Mayo de 1967 aceptó ser esposa del Hno. Eleazar Estrada. Al siguiente año se convirtió en mamá de Adda, su primer hija. Desde ese momento ella rogaba en cada oración que Dios le prestara la vida para ver crecer a los hijos que Dios le concediera; y permanecer unidos.
La Hna. Carmen trabajó arduamente en el evangelio de Cristo, siempre aprendiendo de su suegra Hna. Elpidia Estrada y admirándola por su entrega a la obra de Dios. Fue una gran sierva de Dios y el brazo derecho de el Hno. Eleazar. Celosa en la doctrina de la Iglesia; fue Líder de la Banda Misionera Femenil, Superintendente de la Escuela Dominical y apoyaba el comedor en cada evento de la Iglesia. Ella fue una mujer bondadosa y generosa que recibía con amor y hermandad a todas las familias que llegaban a la Iglesia de la Col. Alemán.
Sus amistades fuera de la Iglesia la conocían como Doña Carmen; siendo muy querida por sus vecinos pues su trato con ellos era como de familia. Ella trataba a todos como parte de su familia. Ella fue una mujer solidaria, con mucho amor y nobleza.
Enseñó a sus hijos que la familia era muy importante, y asistía a casi todas las reuniones familiares. También disfrutó a sus nietos, y desbordó su amor en ellos. Su pasatiempo siempre fue leer y cuidar de su jardín, en especial a sus rosales. Le gustaba viajar y tuvo la oportunidad de visitar varios lugares pero el viaje que más disfrutó fue ir al país de Israel.
El dia 6 de Mayo nuestra Hna. Carmen partió con el Señor y Dios le permitió a sus hijos despedirse de su bella mamá, quienes le prometieron antes de su partida cuidar de su padre como ella lo hizo hasta su último día, pues fue el amor de su vida.
A las 12:05, la Hna. Carmen cerró sus ojos con una tranquilidad dejándoles saber a sus hijos que se iba en paz con el Señor. Dios todo poderoso la guardó firme y fiel hasta el último momento.
