Lt. Colonel Rufus Evans, who retired from 30 years of service with the Kansas City, Missouri Police Department, passed on September 23, 2013 at the KC Hospice House. Services will be held Saturday, Sept. 28. 2013 at the Raytown Church of Christ, 6000 Blue Ridge Blvd., Raytown, MO 64133. Visitation from 9-11am with service at 11am. Burial immediately following at Forest Hill Cemetery.
Col. Evans was born on July 31, 1934 in Oak Ridge, Louisiana to Mr. Alonza & Mrs. Lela Evans. He graduated from Esther Toombs High School in Delhi, Louisiana and then graduated from Southern University in Baton Rouge, Louisiana. Col. Evans moved to Kansas City in 1959 where he joined the Department on October 1st of that same year. He worked a number of assignments during his career, which included Assistant Division Commander for the Regional Center for Criminal Justice, Division Commander at Central Patrol Division & South Patrol Division and Bureau Commander of Administrative Services until the time of his retirement in 1989. In 1974 he was selected to attend and successfully completed a Criminal Justice Fellowship at the Harvard University Center for Criminal Justice. In 1976, he was a founding and charter member of N.O.B.L.E., National Organization of Black Law Enforcement Executives. Col. Evans was active in church ministry through Swope Parkway Church of Christ, Blue Ridge Church of Christ and Raytown Church of Christ, where he served as Deacon, Sunday School Teacher and in many other capacities.
He leaves to mourn his passing and celebrate his life, wife, Anna Elaine Evans; son Sgt. Rufus Evans; daughters, Christi C. Evans & Kellye James and granddaughter Ashlee Elaine James. Arr: McGilley & Sheil Chapel, 11924 E. 47th St., KCMO 64133.
