Born on January 18, 1940 in Port Isabel, TX, he lived in Port Isabel, TX before settling in Baytown, TX. He was a Deputy Constable in his early years for Cameron County. When he moved to Baytown, he worked at the Exxon Refinery as a Plant Electrician.
Later, in life, Rev. Eliseo H. Galvan went on to pursues his longtime passion in the ministry. He opened the Kings Lighthouse Mission in Baytown, TX. Rev. Eliseo H. Galvan served the Baytown community for many many years. He fed, clothed and supported the less fortunate day in and day out. He will be extremely missed, always loved and never forgotten. Eliseo H. Galvan is preceded in death by his parents, Policarpio and Francisca Galvan; his sisters, Sara Perez and Ana Manrriquez; his brothers, Rosalio Galvan, Policarpio Galvan and Elias Galvan. He is survived by his wife of 51 years, Guadalupe G. Galvan; his children, Carmen and Jeffery West of Crosby, TX, Eliseo David Jr. and Delilah Galvan of Kingwood, TX and Mary Ann and Meeno Fennel of Baytown, TX; 8 Grandchildren, Saleena Flores-West, Angel Lee Galvan, Jada West, Zackery West, Damon Thompson Jr., Lillian Nichole Galvan, Nina Thompson, and Aaliyah Thompson; his brother, Jeremiah Galvan and Wife, Linda of Hankamer TX and his sister, Sabitas Galvan of Highlands, TX. He is also survived by many nephews, nieces and cousins.
