Born in Marion, MA, daughter of the late Louis and Clara (Dexter) Winters, she had resided in Fairhaven for over 40 years.
Mrs. Costa had worked at Frionor for 22 years.
Joan was very talented at crocheting and knitting, specifically hats, scarves and blankets and was always willing to learn new techniques. She enjoyed gardening and cherished family gatherings. She was always willing to lend a helping hand to anyone in need.
Surviving in addition to her husband Frank is a brother-in-law, Paul Costa of Plymouth; her dear friend, Patricia Sylvia of Fairhaven; surrogate daughters, Mary Foster of Falmouth and Susie Guess of Maine; and extended family members.
Visiting hours will be held on Thursday, January 23, 2020 from 10 a.m. to 12 p.m. with a Funeral Service at 12 p.m. in the Waring-Sullivan Home at Fairlawn, 180 Washington St., Fairhaven.
