

Arthur was born on February 15, 1945 in Pontiac, Michigan, to Harold David Rouse and Mildred Mae Rouse. Although he studied for a short time at Ferris College in Big Rapids, Michigan, he decided to leave college and join the police force in Pontiac, Michigan, where he remained for twenty years. On July 22, 1967, he married Jill Elaine Rouse. They raised two children, Brett and Lindsay Rouse.
Arthur was an intelligent, hardworking, determined and passionate man. He spent a majority of his life working multiple jobs to ensure that he provided a beautiful life for his wife and children. During his career as a patrol man for the Pontiac police department, in which he was eventually promoted to Vice, he also owned a restaurant called Stadium Coney, he worked security, and even installed carpet on the side. With this hectic schedule, he even found the time to get his children ready and off to school every morning.
In 1987, Arthur moved his family across the United States to Apple Valley, California. His goal was to open a Pennzoil, which also led to the purchase of Bills Pool and Spa Supply, which he still owned until his passing. Staying true to form, Arthur ran a few side businesses, most notably, his favorite bar Art's place.
Arthur loved his friends and family, and loved surrounding himself with his closest friends. Whether it was at the bar with a few cocktails, or entertaining pool side with a barbeque, there was no other place he would rather be. He also enjoyed hunting. He enjoyed trips with his friends and family in the search of the gigantic elk, which he eventually obtained.
Arthur was preceded in death by his mother Mildred, his father Harold, and his wife Jill. He is survived by his two children Brett and Lindsay, his three grandchildren Sean, Conner, and Caleb, his brother Larry (Terry), niece Lauri, and nephew Matt.
A memorial service will be held on Saturday, July 14, 2018, at Sunset Hills Memorial Park in Apple Valley at 11 o'clock a.m.
