

Dempsey was born on April 14, 1932 in Dayton Ohio.
He had lived in San Antonio, Texas for the last two years but had also resided in Banning for 25 years and Fountain Valley for 13 years.
Dempsey was a personnel management officer and negotiator with the defense logistics agency, federal government for over 25 years working from Dayton, Alexandria, Va., and Los Angeles. He was also a business owner of the Clubhouse Golf Clubs for 15 years.
He was elected to the Banning City council and served for seven years, the highest position as Mayor pro Tem in 1995.
He had over 20 years of military service serving during the Korean conflict in the Ohio National Guard and Air Force Reserve. He was a retired captain with the USAF Reserve.
He and his late wife, Eloise, hosted foreign exchange students over the years. His hobbies included golf, drawing, painting, gardening and traveling.
Dempsey was the winner of the Sun Lakes Garden Club Tours for his specially designed Japanese garden, four years running.
He was a member of the Beaumont-Cherry Valley Rotary Club, president for one year; charter member of the Beaumont Police Department’s Citizen Patrol with over 9,000 service hours; elected member of the Cherry Festival Association board of directors and honorary associate after 17 years of service; elected board member of the Friends of the Edward-Dean Museum; member of Sun Lakes Happy Cooker club and Sun Lakes Art League; and Little League baseball manage in 1960s in Washington D.C.
He is preceded in death by his wife of 59 years, Eloise (Rose) Jenkins.
He is survived by his sons, Terence (Sandra) Jenkins, of Live Oak, Texas and Charles Jenkins; brothers, Ted (Patty) Jenkins of Dayton, Ohio and Edward (Sandy) Jenkins, of Lewis Center, Ohio; three grandchildren; five great-grandchildren and many nieces and nephews.
A Celebration of Life will be held on Saturday, March 12 at 10 a.m. at Weaver Mortuary in Beaumont. Internment will be at Riverside National Cemetery in Riverside.
