

C. Herbert “Herb” Palmer, Jr, 69, of Belton, MO, passed peacefully March 20, 2016. He was born in Kansas City, MO to Chester and Corinne Palmer. Herb is survived by many friends and a God daughter, Madison Myers, Shawnee Mission, KS. He is preceded in death by his parents and his sister, Judith Palmer.
Herb was accepted by St. John’s Diocesan Seminary, Kansas City MO, in 1960 for the fall term for the pursuance of his studies for the priesthood. He graduated in June, 1964. He later attended Metropolitan Junior College-Kansas City receiving an Associate Degree in Business. Using his business knowledge, he became a local pioneer in the Concert and Entertainment industry. Herb began his diverse career at Good Karma Productions at the end of the 1960’s, promoting concerts at Freedom Palace. His next adventure was as business manager of Cowtown Ballroom from July 1971 through September 1974. He promoted concerts the next few years with Barry Fey (Feyline Productions Denver) and Chris Fritz (New West & Contemporary Productions Kansas City). In 1978 he opened Capital Tickets which was automated in 1982. Capital was renamed Capital Automated Tickets (All CATS Outlets and Dial-a-tick.) CATS was sold to Ticketmaster in March of 1989. Herb became a Partner in the Grand Emporium Blues Club in 1989 where he continued to promote shows and enjoy all the music he loved until 2004. The music heard today comes from many of the musicians he helped to promote.
Herb obtained law enforcement training from Central Missouri State College, Warrensburg, MO. He became a part-time Reserve Deputy for the Cass County Sheriff’s Office for Sheriff Homer Foote in May, 1994. He continued to work for Sheriff Randall Cooper June 1994 to December 1995. He remained a Reserve Deputy from January 1996 until July 2003 when he became a full time Deputy for Sheriff Dwight Diehl. He retired in November, 2011.
One of Herb’s loves was his classic 1939 Ford. He also loved working the Belton Cruise Shows. He was a member of the D-Dudes Car Club for 20 years.
Herb was a caring, giving soul that loved many people. He shared his life with many but mostly with his three families; his singer and musician friends, his classic car buds and his Sheriff’s Office brothers and sisters. He will be missed.
Visitation will be 1:00 to 4:00 PM Friday, March 25. A celebration of his birthday and life begins at 4:00 PM at the Peculiar Lions Community Building, 500 Schug Ave. Peculiar, MO 64078. Cremation and inurnment will be held at a later date.
