

devoted wife, mother, grandmother, great grandmother, sister and community leader, she is
preceded in death by her parents Charlie and Nora Burney; brothers, Hubert (Mildred) Burney,
Lenard (Ruth) Burney, Clifford (Virgina) Burney, Leon (Kitty) Burney, CJ (Agnes) Burney, Joe
(Ann) Burney and Ossie (Ethel) Burney; sisters, Burley (Glin) McDowell, Odell (Milford) Pannell,
Lila (Mick) Andrews, Nell (Bob) Sellers, Jeanne (Bobby) O’Rear.
Survivors include her husband of 63 years, Gerald Tuck; her children, Suzy (Kyle) Ritter, Jeff
(Kim) Tuck; grandchildren, Drew (Sara) Ritter, Patrick Ritter, Caroline (David) Coe, Kirbi (Turner)
Shankles; great grandchildren, Hampton Coe, Grayson Coe and arriving soon Emerson
Shankles; sister, Jayne (James) Henry; and a host of nieces and nephews.
A woman with a can-do attitude, Loxcil accomplished much in her 89 years. She always
remembered where she came from and described herself as a poor country girl from Hanceville,
Alabama. She spent more than 35 years in the banking industry, beginning her banking career
as one of the original twelve employees of Harry Brock at Central Bank. After retirement, she
decided to try something new. She jumped into public service and was the Mayor for the City of
Tarrant for 16 years. Prior to becoming Mayor, she served on the Tarrant Beautification Board (a
Board she founded), the Tarrant School Board and the Tarrant City Council. She would tell
anyone who asked, being Mayor of Tarrant was her favorite job. She served the community of
Tarrant for over 40 years. Loxcil loved her city and all the people who lived there. In public
service, she had many firsts: first female Mayor of Tarrant, first woman elected to the City
Council of Tarrant and first woman to be elected as the President of the Jefferson County
Mayors Association. She also served on the executive committee for the Alabama League of
Municipalities. She was the longest serving female mayor in Alabama History.
Most importantly, Loxcil was a woman of faith and was not afraid to share with others. She was
a member of Central Baptist Church until it closed in 2022. She served as the church secretary
and facilitated the donation of the church building to an International Ministry. She helped host
and cater many dinners, receptions and other events at Central Baptist. One of her greatest
joys was to feed those in her church and community.
Visitation will be at 9:00 am on Monday, February 20th, 2023 at Johns- Ridout’s Elmwood
Chapel, with the funeral to follow at 11:00 am, the Reverend Bill Tucker officiating. Interment will
be at Elmwood Cemetery immediately following the service.
