

Terry Fritz Sprague, a devoted public servant whose transformative career in municipal government spanned more than three decades across Colorado, Michigan, Florida, and Washington, passed away peacefully at his home in Lafayette on October 14th, surrounded by loved ones. He had faced a courageous 3.5-year journey with glioblastoma brain cancer. Born on October 16th, 1967, in Spokane, Washington, Fritz was the beloved adopted son of Ruth and Allan Sprague, both of whom preceded him in death in 2021.
Fritz most recently served as City Administrator of Lafayette, Colorado, from 2019 until his retirement in 2023. Known for his strategic vision and compassionate leadership, he guided the city through a period of remarkable progress and resilience. His tenure was defined by landmark achievements, including the negotiation of the Global Settlement Agreement with Erie, the acquisition of the Waneka Centennial Farm, and the rapid entitlement of the Medtronic Campus—now one of Boulder County’s largest private-sector employers.
Prior to his time in Lafayette, Fritz served as Deputy City Manager of Castle Rock, Colorado, where he played a pivotal role in shaping one of the state’s fastest-growing communities. His leadership helped steer Castle Rock through major infrastructure expansions, innovative community development, and policies that thoughtfully balanced growth with sustainability.
Earlier in his career, Fritz held key municipal roles in Washington State, including service in Spokane. These formative experiences reflected his early dedication to civic innovation, operational excellence, and community-centered governance—principles that would guide his work for decades to come. He also served as Assistant Deputy Manager in Palm Springs, Florida, where he contributed to administrative improvements and civic engagement strategies that strengthened the city’s foundation.
Fritz earned both his undergraduate and graduate degrees in Public Administration from Eastern Washington University, where he cultivated the values and skills that would shape his lifelong commitment to public service.
His leadership during the COVID-19 pandemic was especially lauded. Under his guidance, Lafayette maintained a strong fiscal position without layoffs or service reductions. He was also a passionate advocate for equity, diversity, and inclusion, championing local nonprofits such as Sister Carmen, SPAN, and Rocky Mountain Equality.
Outside of work, Fritz found joy and serenity in scuba diving. He completed hundreds of dives throughout the Caribbean, with Cozumel holding a special place in his heart. He achieved the level of Rescue Diver, a testament to both his skill and his deep respect for the ocean. Diving was more than a hobby—it was a source of renewal, adventure, and connection.
Fritz was a devoted husband to his partner, Scott, and a deeply cherished member of Scott’s large and wonderfully eclectic family. He was also a treasured friend and mentor to many. His warmth, wit, and unwavering integrity left an indelible mark on all who knew him.
In his farewell message upon retiring, Fritz reflected, “Time and purpose matter – and it’s time to explore the next chapter.” Though his next chapter arrived far too soon, his legacy of service, compassion, and civic innovation will continue to inspire.
A Celebration of Life will be held on December 17th from 11:00 a.m. to 2:30 p.m. at The Gatehouse, Lionsgate Event Center. Located at 1055 Highway 287, Lafayette, Colorado 80026.
