Survived by his wife Sue; children Tammy (Brent) Semones of Georgetown, KY, Leanne Kelley of North Highlands, CA, John Kelley of Salem, OR, Doug (Tracey) of Roseville, CA and Anthony Kelley of Citrus Heights, CA; grandchildren Keelie, Katelyn, Kadon Jay, Ryan, Rylee, Christopher, Justin, Tyler Jay and Alyssa and sisters Cheryl Holland and Lynn Sage of Vallejo, CA.
Jay was born in Vallejo, CA to Helen and Howard Kelley. He attended Hogan High School in Vallejo and joined the U.S. Army when he was 17 years old. After an honorable discharge he attended Sonoma State University. He was a truck driver for a few years before becoming a Wastewater Treatment Operator and Supervisor for Vallejo Sanitation and Flood Control. He retired after 25 years. He loved spending time with family and friends. He adored his grandchildren. He loved entertaining and had a great sense of humor. He loved to make people laugh. His hobbies were painting, playing guitar, and fishing. He played guitar primarily in church and loved to mentor lessons to children interested in music. Jay has asked that the celebration of his life be his last party and not a day of sadness because he is in the presence of the Lord jammin' on the guitar with the angels.
