Joe was raised in Delano, CA and graduated from Delano High School in 1962. Professionally, he was a veteran of over 43 years in the field of Public Service Maintenance and Operations. He began his career at the Delano Elementary School District and just a few years later he was hired by the City of Delano. His work ethic and dedication elevated him to finish the last seven years of his career as the Operations Superintendent for the City of Delano.
Joe loved sports and friendly competition – whether backyard cornhole, pool, or other family games – he strove to do his best and elevate others. He loved to play softball and later in life became an excellent golfer. He had a special ability to create beautiful landscapes. His kindness and charity to help others in need sets him apart and will long be remembered. While Joe had many hobbies and professional accomplishments, his most important priority was his family.
Joe is survived by his wife, Sandra; children, Denise (Michael) Stanley, Lisa (Victor) Celaya, Andrew Mascarinas, Angela (Dorian) Mora; grandchildren, Camille, John, Steven, Melissa, Jordan, Alex, Sara, Faith; brothers, Jerry, Carlos, Gino, Alex; sister, Yolanda; good friend, Liz Morris; and DeLisa Morris, who he loved as his own daughter. In addition to his parents, Guadalupe Gutierrez and Lupe Silva, he is preceded in death by his brother Mando.
Funeral services are being handled by Delano Mortuary in Delano, CA. The funeral service will be held at 1:00 pm on Tuesday, January 19 at the funeral home. Due to Covid restrictions, live attendance will be by invitation only. Others are invited to join via Facebook Live on the day of the services via the livestream link on the services below.
The burial will follow at the Delano Cemetery. In lieu of flowers, due to current cemetery limits, the family has asked that you send cards or letters.
