

Barry Neal Carter, a devoted father, cherished "Pop-Pop," and loyal friend, passed away peacefully on October 14, 2025, at his home in Fredericksburg, Virginia, surrounded by the love of his family. He was 66 years old.
Born on May 1, 1959, in Okaloosa, Florida, Barry was the beloved son of William and Janet Carter. He spent his formative years in Buena Vista, Virginia, a place that shaped his early life. Later, he established roots and raised his own family in Fredericksburg, Virginia.
Barry was known for his infectious, silly sense of humor and his commitment to being the ultimate source of laughter in every room. He approached life with a deep devotion to his family, a trait evident in his roles as a loving father, grandfather, son, and brother.
He found joy in simple pleasures, including his favorite trips to Atlantic City and Las Vegas, hitting the links for a round of golf, and enthusiastically cheering on his beloved Washington Commanders. Above all else, Barry’s greatest passion was spending time with his children and grandchildren. For many years, he also brought his warm personality and management skills to his work as a General Manager at Panera Bread, where he made lasting, lifelong friendships with both customers and coworkers.
Barry was preceded in death by his loving parents, William and Janet Carter.
He is survived by his beloved children, Brittany Franklin, Sam Carter, and Jimmy Carter; his son-in-laws Kevin Franklin and Aaron Miles; his siblings, Steve Carter, Vicky Quarles, and Pamela McDonald; and his precious grandchildren, Ada Franklin and Emma Franklin.
A visitation will be held on Saturday, October 25, 2025, from 11:00 am to 12:00 pm at Mullins & Thompson Funeral Service, 1621 Emancipation Hwy, Fredericksburg, VA 22401.
A Celebration of Barry's Life will follow immediately at the funeral home.
Barry will be profoundly missed and remembered for his loving heart and the endless laughter he brought to all who knew him.
