He served 22 years in the United States Navy before entering into civil service at the Pentagon. He was a member of the American Legion and enjoyed wood carving and traveling.
Vincent is preceded in death by his wife, Glenna Miller, and mother, Florence Vass; and one grandchild.
He is survived by his sons, Stephen (Terry), Timothy (Nancy), and Christopher; daughter, Karen (Kirk); Sister, Roberta (Bill); 11 grandchildren and a ton of great-grandchildren.
