Frank was born on February 3, 1948 in Fulton, MO the son of Henry and Elida (Sorenson) Winter who preceded him in death. He was a veteran of the US Army. He retired in 1998 from Fulton State Hospital as a Security Aide. Frank did not know a stranger, he always had the time to sit and visit. He also enjoyed traveling, looking for a bargain, collecting coins, and attending air shows.
Survivors include: two grandsons, Derek Stafford and Joshua Whalen; one great-grandson, Asher Stafford; one great-granddaughter due to arrive in December and two nephews, Jeremy Winter and Shane Winter. He was also preceded in death by his daughter, Marla Winter and one brother, Gary Winter.
Visitation will be held on Monday, November 13, 2023 from 9:30 am - 10:30 am at Debo Funeral Home in Fulton, MO. Funeral service will follow at 10:30 am at the funeral home. Graveside service will be held on Monday, November 13, 2023 at 1:00 pm at Missouri Veterans Cemetery in Jacksonville, MO with full military honors.
