He was born November 8, 1935 the son of the late Donald Meng and Esther Oetting Waggoner.
James is survived by his brother-in-law, Forrest Backer, his nieces Laney Clemens and Melissa Waggoner and nephews Mike and Mark Waggoner; great nephews, Matthias, Forrest and Quinn McCurren and numerous cousins.
He was preceded in death by his parents, his sister, Donna Rae Backer and his brother John Donald Waggoner.
James was a graduate of Fulton High School; he was an elementary school teacher in Callaway County and also Baxter County in Arkansas. James also was a cattle rancher, a rural mail carrier and worked at Gaspers truck stop. He loved his farm in northwest Callaway County. He was a retired teacher and retired lay minister of the Methodist Church.
Funeral services will be held at 11:00, Tuesday, March 18, at Debo Funeral Home in Fulton with Pastor Paul Deutsch officiating. Burial will follow in Hart Hill Cemetery in Holts Summit. Family will receive friends Monday evening from 5 until 7 at the funeral home.
Memorials are suggested to Hart Hill Cemetery.
