

He was born in Cleveland, Ohio on October 20, 1936 to Leonard James and Dorothy (Meyer) Upper. He attended Collinwood High School in Cleveland before entering the United States Marine Corps in 1954.
Jim spent his life in law enforcement after leaving the USMC in 1957. He was an officer on the Ohio State Highway Patrol from 1960 – 1965, after which he joined the Worthington Ohio Police Department. He was sworn in as a Deputy United States Marshal in 1970, retiring from that position in 1983.
He was a member of several organizations during his life, including the Marine Corps League, Navy League, AMVets, American Legion, F.O.P., Columbus Maennerchor, and the Masonic Lodge.
Jim was preceded in death by his wife of 43 years, Constance M. Upper, and is survived by his daughters, Mary (Eric) Moorehead and Diane Kang; as well as grandchildren Shelby (Moorehead Uselton (Hailey), Alex Moorehead, and Brianne Kang.
A private graveside will be held at a later date.
