

Theodore "Ted" Len Palmer, a loving husband, devoted father, and cherished grandfather, passed away peacefully on August 18, 2024, in the arms of his beloved wife, Zenaida Palmer. Born on July 15, 1958, to Dorothy Snow and Robert Palmer, Ted lived a life full of adventure, service, and love.
Ted graduated from Northridge High School and shortly after, enlisted in the United States Navy. His 12-year military career took him to various corners of the world, stationed in Jacksonville, Florida, Pearl Harbor, Hawaii, and Yokosuka, Japan. It was in Japan that he met the love of his life, Zeny, with whom he shared 38 wonderful years of marriage. During his time in the Navy, Ted served aboard several ships, including the USS McInerney, USS Spruance, USS Francis Hammond, and USS Hue City. Also served at the Shore Intermediate Maintenance Activity (SIMA) and ultimately leaving the Navy in order to spend more time with his family.
Following the Navy, he held various positions: Test Engineer at Litton Data Systems, Systems Analyst at BAE Systems, Principal System Engineer at Raytheon, Program Manager and Lead System Integrator at BecTech providing his technical expertise on Fire Control Systems, Missile Systems, Link Data Systems, EXCOMM, C4ISR Systems, as well as Test and Evaluation on those systems supporting the US Navy, US Coast Guard, South Korea, and Australian Navies.
In his later years, Ted found his paradise on the beaches of Jomalig Island, Quezon Province, Philippines, where he spent the last decade of his life. He and Zeny owned Las Rocas Beach Resort, where they welcomed friends, travelers, and family with open arms and warm hospitality and ZMP CCTV Security Systems. Ted had a passion for traveling and exploring new places, always seeking out the next adventure, the next story, and the next great meal.
A man with a sharp wit and a love for life’s pleasures, Ted was rarely seen without a smile, a sarcastic quip, or a Bruce Springsteen song playing in the background.
He leaves behind his wife, Zeny; his daughter, Cassie Stines (Zachary Stines); and his beautiful grandchildren, Beckett and Ellie. Ted is also survived by his three brothers, Donald, William (Jeanne), and Andrew (Kaylin), along with many other family members and friends who will miss him dearly.
He will live on in the stories shared by his loved ones, in the waves of the ocean he adored, and in the music that brought him so much joy.
