

Jim was born in Birmingham, AL. on July 8th 1935 to Lallage Bush Phillips and James Olga Phillips. At 17, Jim joined the Navy, and after serving in the Navy he married the love of his life, Ms. Marian Quick in 1954. He became a policeman in Tarrant, AL and was later sent to Quantico Virginia and graduated from the FBI Academy in 1969. He also earned a degree from the University of Montevallo and taught criminology at Jeff State for several years. In 1977 Jim became police chief in Tarrant, and retired as chief in 1989.
Jim's passion had always been flying, and he had learned to fly and became a certified pilot in 1967. After retiring from law enforcement, Jim flew as a corporate pilot for McWane Pipe and later flew for Healthsouth for 12 years.
Jim was preceded in death by his loving wife of 71 years, Marian J. Phillips and his mother Lallage Porter.
Jim is survived by his devoted children, Jeffrey D. Phillips (Dana Armstrong) and Julie Phillips Lacey, Grandchildren; Adam Brent Campbell (Cherie), Erin Elizabeth Campbell (Eric), Jacob Daniel Phillips, great-grandchild Avery Armstrong.
A visitation for Jim will be held at Ridout's Gardendale Chapel Wednesday, November 26, 2025 from 12:00 to 1:00 PM, followed by a celebration of life service at 1:00 PM.
