

Billy attended Long Creek Christian Church.
He was the retired owner and operator of Neas’ Auto Repair and Car Wash and a U.S. Army Veteran.
Billy is survived by his son and daughter-in-law, Jeffrey Joe and Rhonda Jan Neas of Greeneville; his special grandson, Seth Garrett Neas; brother-in-law and sister-in-law, Donald and Doris Jenkins, of Greeneville; and several nieces, nephews, and special friends, including his fishing buddies, Rommie Goins and Eugene Bowers.
He is preceded in death by his wife, Dorothy Evelyn Neas; his parents Loonie and Minnie Gregg Neas; brothers, L.C. Neas, Marlin Neas, and James Edward Neas (who passed away as an infant); his twin brother, who passed away shortly after birth, Bobby Joe Neas; his paternal grandparents, Cain and Nettie Timmons Neas; and maternal grandparents, John Arleious and Lydia Johnson Gregg.
The family will receive friends 4-6pm Saturday, March 7, 2026, at Kiser-Rose Hill Funeral Home.
A graveside service will be held the next day at 2pm Sunday, March 8, 2026, at St. James Cemetery, officiated by Pastor Joe Greene. Family and friends are asked to meet at the funeral home at 1pm to go in procession to the cemetery.
Pallbearers will be family and friends.
The family would like to extend a special thanks to the staff of UT Hospice, Franklin Woods Hospital, Durham-Hensley Health and Rehab, and Greeneville Community Hospital.
