

With heavy hearts and profound respect, we commemorate the life and enduring legacy of Dr. Maurice C. Woodard, our cherished husband, father, family member, mentor, and selfless servant of society. Known fondly as "MC," his wisdom and compassion illuminated the world throughout his remarkable 89 years. MC's steadfast commitment to the noble cause of education, public service, and his family was relentless, and his tireless pursuit of knowledge served not only his personal growth but also illuminated the way for his community. His lifelong dedication to these principles forged a legacy that will undoubtedly inspire future generations.
Born to Bishop and Mrs. R. E. Woodard, Sr., on September 13, 1933, in Beaumont, Texas, Maurice’s insatiable curiosity and academic prowess were evident from a young age. He charted a lifelong course in academia, sparked by the newspapers he diligently read as a young bus cleaner, displaying early on his passion for knowledge.
In 1960, the paths of Maurice and Gloria Jean Hiner intertwined, creating a lifelong love story marked by mutual respect, shared adventures, and enduring companionship. Their shared fondness for simple pleasures – travel, family gatherings, and culinary delights – stood as a testament to their deep bond. The birth of their daughter, Monica, added the most beautiful chapter to their love story.
Dr. Woodard, a U.S. Army Veteran, was a respected figure in political science and public administration. His educational journey began at Prairie View A&M University and reached its zenith at the University of Kansas where he earned his Ph.D. in 1969. His illustrious career spanned several high schools and colleges, culminating in a significant role at Howard University. There, he indelibly shaped the Masters of Public Administration (MPA) program, propelling more than seventy Black and Latino scholars to achieve their doctorates, thereby making a significant impact on the American Political Science Association (APSA).
It was in 1977 that Dr. Woodard achieved the rank of full Professor. While performing these duties, he also exhibited the highest commitments to enhancing the status of Blacks in the political science profession. He did so by working for a quarter of century as a part-time Staff Associate at the American Political Science Association (APSA). Dr. Woodard received grants for many years to execute the Public Service Internship Program at the Goddard Space Center (NASA) in Greenbelt, Maryland. Many of his students received very lucrative and prestigious jobs because of participating in the program. Dr. Woodard also served as a consultant for the State Department and represented the United States on various projects.
MC’s academic contributions were vast and influential, including three books, numerous articles, and thoughtful reviews. His research, particularly centered around the status of Black individuals in political science, conferred invaluable insights into the field. A proud member of Alpha Phi Alpha Fraternity, Incorporated, he also actively participated in numerous professional associations.
Beyond his professional accomplishments, MC’s unwavering love for his family and relentless support for his students were defining aspects of his character. International students were regularly welcomed into his home as part of his global family, and his advocacy for lifelong learning was a constant in his life. Maurice, a man of varied interests, delighted in fishing, barbecuing, college sports, and supported the Dallas Cowboys enthusiastically. While he frequented several churches in Washington, DC, his enduring affiliation with the Williams Temple-Woodard Cathedral in Houston, Texas, remained constant.
Dr. Woodard was preceded in death by his parents, Bishop R.E. Woodard, Sr. and Lady Esther M. Woodard, older brothers, Bro. Aaron Taylor (Juanita), Bishop R. E. Woodard, Jr. (Carole), Deacon Billy R. Woodard (Shirley) and sister, Evangelist Rosa Diane Woodard, his Mother and Father-In-Love, Mr. Judge and Mrs. Lula Hiner, and Sister-In Love Mrs. Jewell Hill (Lemuel).
Left to cherish his memory of love, support and guidance are his wife, Gloria H. Woodard, his daughter, Monica L. Woodard, Sister-In-Love, Mrs. Judy Hiner- Leamon (Phil) several nieces, nephews, God-Children, relatives, former students, and friends.
