

Phil, a beloved son, brother, husband, father and grandfather passed away peacefully on August 18 with his wife, sons and sister by his side. He was born on December 20, 1948 in Wichita Falls, Texas to the late Ishmael Worth Brown and Marguerite Elaine Phillips Brown. He is survived by his sister, Ouida Brown of Wichita Falls, his wife Annette Hatcher Brown of Lakeway, Texas, his sons Peter Dustin (Dusty) Brown of Colorado Springs, CO and Philip Anthony Brown (Tony) of London, England, in addition to his beloved grandson, Maddox Brown of Colorado Springs, CO. He is also survived by sister-in-law Nancy Carpenter and her husband Jimmie of Hot Springs Village, Arkansas and his brother- in-law Joe R. Hatcher of Austin and two nephews, Chris Carpenter of Midlothian, Texas and Shane Carpenter of CO as well as his special niece Dawn Denise Carpenter Jones of Midlothian, Texas and their children. He also leaves behind Maddox's mother, Natasha Rawls of Colorado Springs, and Kathryn Rider of London, England. He was genuinely loved by all his family and will be missed.
Phil attended public schools in Wichita Falls, where his mother taught Jr. High English and Latin, and his father was a private pilot, who taught the English RAF pilots how to fly prior to the Battle of Britain. He crashed a plane at 17 and walked away, unhurt – the first of his many "9+ Lives". He graduated from Wichita Falls High School in 1967 and played football for the legendary Coyotes. He worked his way through college at Morgan Mistletoe Freight Co. in Dallas while attending class full-time and graduated from North Texas State University (now University of North Texas) in 1971 with a BA in Radio and TV. There, he was a member of Sigma Nu fraternity. Phil and Annette met at NTSU and married in October 1971. They lived in Dallas for seventeen years as Phil pursued his film production career at Tracy Locke Advertising, MCI Productions, Group Seven Productions (in house advertising arm of 7-11) and his own production company, Texan Productions. Both sons were born in Dallas during this time. In 1989, Phil moved the family to Pacific Palisades, CA and within a short time opened Pacific Star Productions as Executive Producer with offices in Los Angeles and Austin, Texas. Throughout his thirty year film career, he made hundreds of television commercials, political campaign ads, and PSA's. He loved what he did and was very good at it. One of his clients in LA once said of Phil – he disproves the adage 'Good guys finish last'. The family lived in Pacific Palisades for fifteen years. Although raised a Methodist, he and Annette raised their sons in the Catholic faith, including Catholic schools through high school. He was such a good "Catholic" father that the Sisters and Priests never knew he wasn't Catholic. He was a nine year Boy Scout leader, who was immensely proud that both his sons were Eagle Scouts, and that he got to accompany each of them to Philmont, NM. After fifteen years in California, he and Annette returned to Texas and settled in Lakeway, west of Austin. There he went into real estate development. In Lakeway, he became a part of city government, serving on the Zoning and Planning Commission and on the City Council, where he served as Mayor ProTem in 2014. He also served as the Board Chairman at TexArts Association for two years and loved being a part of "the business" again. He occasionally attended Emmaus with Annette, but found his spiritual home at The Lakeway Church in Lakeway.
Phil loved sailing, first in a tiny sailboat on White Rock Lake in Dallas, and later, on much larger boats on the Pacific Ocean. He also loved riding motorcycles throughout his life. He especially loving riding in the Malibu Hills, and on a trip to Europe. Once he retired, he played at golf, as he would say, and shared wonderful Saturday mornings with his Lakeway golfing buddies.
Phil was a true southern gentleman. He will be remembered for his wry sense of humor, kindness, understanding, and generosity. He was a strong man, but gentle, thoughtful and respectful. He was not much of a talker, but when he talked, you listened. For those he has left behind, our lives without him will never be the same, but there is comfort in knowing he is with God, his beloved parents, and his in-laws, all of whom he loved dearly.
Funeral arrangements have been made by Weed-Corley-Fish Funeral Home in Lakeway, Texas. A Celebration of Life will be held at 2:00 PM on October 15, 2016 at the Lakeway Church in Lakeway, Texas.
