

Born on August 22, 1940 in Alexandria, Louisiana, he was the son of the late Jessie Lee Hayes and J. Davis. Frank first spent the majority of his life in New York City. After graduating from college, Frank served as a police officer in Bronx, New York until he had to retire due to disabilities which resulted from a brain aneurysm. When his mother was no longer able to care for him, Frank was cared for by his good friends who eventually moved to North Carolina where they brought Frank with them. Frank had a kind heart and a great sense of humor. He and Jeremy Hartwell, who was hired to provide homecare for Frank, made a practice of laughing, joking, and teasing each other. God blessed Frank with a happy, enjoyable life in spite of his disabilities.
Frank was preceded in death by his mother, Jessie Hayes; his daughter, Carol Parnagian; and his wife, Delores Davis.
He leaves to mourn his son-in-law, Anthony Parnagian; grandchildren, Jennifer Parnagian Fruncillo and her husband, Joseph Fruncillo, Melissa Parnagian, Lauren Parnagian, and Frank Parnagian, all of whom reside in Parlin, New Jersey; his close friends and care providers, Evelyn Maben-Hall and Hugh Hall of Waxhaw, North Carolina, Vanessa Kilpatrick of New York, and Jeremy Hartwell of Monroe, North Carolina.
A visitation will be held on Sunday, August 6, 2023 at McEwen Funeral Home of Monroe, located at 204 South Main Street, Monroe, North Carolina from 2:00 pm to 3:00 pm. A service to celebrate Frank’s life will then follow at 3:00 pm at the McEwen Colonial Chapel. In lieu of flowers, memorials can be made in Frank’s honor to the Common Heart Food Pantry.
