

He was preceded in death by his first wife of 17 years, Mary Miller Graves; his parents, Ottis Marion Welch and Helen Maude St. Cyr Welch; and his son-in-law, Terry David Kellum.
Joe is survived by his wife of 33 years, Mary Lucille Schmidt Rumore Welch; his two daughters, Karen Rumore Boyd (Stephen) and Melanie Welch Kellum; his two sons, Thomas “Tommy” Rumore, III (Patricia) and Wayne Rumore, Sr. (Joan); his grandchildren, Anthony “Tony” Rumore, Amanda Rumore, Wendi Rumore Schule (Chris), Erica Rumore Rincon (John), Andrew “Andy” Rumore, Wayne Rumore, Jr. (Katie), and Lauryn Kellum (Kris); and his great grandchildren, Ellah, Layla, Noah, Kennedi, Addisyn, Scarlett, Reagan, Wayne III, and Luca.
Joe was born in New Orleans on November 14, 1941. He graduated from Opelousas High School and attended Northwestern State College. He served in the U.S. Air Force from 1961 – 1965. He was a purchasing agent for many years and after retirement, he worked in maintenance for the Archdiocese of New Orleans. He was a parishioner of St. Margaret Mary in Slidell, where he was a Eucharistic Minister and church usher. He was a member of the Knights of Columbus, a fourth degree. He also enjoyed bowling and word search puzzles.
Relatives and friends are invited to attend the Funeral Mass in the chapel of Lake Lawn Metairie Funeral Home, 5100 Pontchartrain Blvd. in New Orleans, on Thursday, March 20, 2025, at 12:00PM. A visitation will be held at the funeral home beginning at 10:00AM with the recitation of the rosary at 11:30AM. The interment will follow the Mass in Metairie Cemetery.
