He was born in Windsor, Ontario, Canada on March 1, 1927 to parents Aaron and Mary Bay. In his earlier years he spent some time in San Antonio, where he would meet Gretchen Josephine. The two were happily married in 1954 before relocating to Oklahoma. Once settled in Oklahoma Arthur would go on to graduate college from Oklahoma City University, where he received his Juris Doctor Degree. Following his graduation Arthur pursued a career in law as an attorney, practicing since 1957.
Arthur had a passion for gardening, birding, and travel. He liked to listen to classical music, and also enjoyed watching football. Above all else, though, he cared greatly for his family and his beloved dog Tippy.
Arthur is survived by his three loving daughters.
A private graveside service will be held for Arthur at Memorial Park Cemetery in Oklahoma City, OK.
