Maxwell was born in JenkinJones, West Virginia on December 9, 1939. Maxwell graduated from Graham High School in 1957.
Maxwell was married to Gladys Mable Williams on February 11, 1958. They were married for 66 years. Maxwell had a 20 year career in the United States Air Force and retired honorably in 1977. Maxwell had a passion for golf and raise cattle.
Maxwell is survived by Wife; Gladys Williams, Son; Timothy Allen Williams, Daughter; Lila Elaine Casto, Sister; Nancy Coffey, 4 Grandchildren, 9 Great Grandchildren, and 2 Great Great Grandchildren.
