Dick and I have met only through the mediums of his work and emails, having conversed on a handful of occasions over recent years. In his memoir, Dick noted that at Williams College, he drove to learn what truth was and how one would be able to discern it. What nobler cause? What more topical cause?! 

Dick could rest assured, and his family can rest assured, that he has contributed immeasurably to that cause throughout his professional life. His work in its many forms is treasured by intelligence officers of every generation to emerge since he began recording his learnings in the mid-1970s in articles internal to CIA, in the Intelligence Community journal Studies in Intelligence, and of course his most influential book, which CIA originally published in 1999, "The Psychology of Intelligence Analysis."  His several articles in Studies in Intelligence predated my time as the managing editor of the journal, but I have read them all and have held them as exemplars of the best the journal can offer its readers.  I will be placing a tribute to him in a forthcoming issue. 
 
To Dick's family--in hopes they see this--please know that when news of Dick's passing reached CIA employees early last week, many paid homage with the simple act of reaching up to their bookshelves and pulling down their dog-eared copies of "Psychology of Intelligence Analysis" and remarking on Dick's importance to their professional lives. --Andres Vaart, Managing Editor, Studies in Intelligence  

I worked at the Monterey Peninsula Water Management District for more than 30 years, including the position of Project Manager for a new water supply during the years when Mr. Heuer was a director and then Chairman of the board.  I was very impressed by his intelligence and commitment to finding a new water supply, including service on several committees and active engagement in all aspects of the required lengthy federal and state permit processes.  There were reams of documentation for the directors to read, and he always carefully scrutinized the information and asked probing questions.   After his Water Board service, he remained actively engaged in water issues, and we would chat from time to time.  I was also impressed by his love and devotion to Feesie in their later years.  Reading his obituary, I was touched by his three goals and a life well lived achieving them.  Condolences to the family in losing such a man.  Sincerely, Henrietta Stern
