She was born in Manning, Texas on November 24, 1927 to Boley and Cecil Havard. She was married to Henry English for 49 years. Frances had a career in being a wife, mother, and homemaker for over 73 years.
She was a member of the First Baptist Church of Galena Park and had a passion for wheel of fortune, the Astros, her flowerbeds, pets, cooking sweets, and visiting with friends, family.
She was preceded in death by her parents Boley and Cecil Havard, her husband Henry "Ducky" English, Her three children Ailene English, Bill English, and Janet English Phillips and her two brothers Billy and James Havard and two sisters JoAnna Johnson and Barbara Nugent.
She is survived by her daughter Janice English Ruley and husband Bill and her beloved sister-in-law Dorothy Havard. She is also survived by numerous grandchildren, great grandchildren, nieces and nephews, great nieces and nephews, and a host of friends.

A visitation for Frances will be held Saturday, December 30, 2023 from 1:00 PM to 2:00 PM at Grand View Funeral Home, 8501 Spencer Highway, Pasadena, TX 77505, followed by a celebration of life from 2:00 PM to 3:00 PM.
