She was born in Phoenix, Arizona on September 16, 1950.
Frances had to leave school at the age of 14 to care for 8 other children while her parents worked. She studied and received her G.E.D. at the age of 19. She was married to Jeffrey Shephard on July 4, 1969 in Las Vegas, Nevada.
Frances worked in laundry and dry cleaning and sales for about 40 years. She had a passion for crafts and serving others.
She was survived by her husband Jeff; her children Jeff Jr and Mark; grandchildren Cameron, McKenna, Brianna, and Treyson; great grandchildren Noah; brother Earl; sisters Della and Darlene; half sister Candee; half brothers Thomas, Joel, and Travis.
A visitation will be held on January 17, 2026, from 9:30 am to 10:30 am at The Church of Jesus Christ of Latter-day Saints, located at 1221 W Howe St, Tempe, AZ, 85281.
The funeral service will follow at the same location from 10:30 am to 12:00 pm.
A graveside service will take place on January 17, 2026, from 12:00 pm to 1:00 pm at Resthaven/Carr-Tenney Mortuary & Memorial Gardens, 4310 E Southern Ave, Phoenix, AZ, 85042.
