Carter, Deloris H., 89, a resident of Sandston Plateau, walked into the arms of Jesus on Friday, January 29, 2016. Mrs. Carter was preceded in death by her husband, Ralph V. Carter and her son, Richard W. Carter. She is survived by her children, Judy O’Brien (Dan), D. R. Carter (Harriette), Gail Moore, Robert Carter(Melissa), Renee Carter; numerous grandchildren and great-grandchildren; brother, Raymond Hughes (Nancy); sisters, Colleen Chappell (Bobby) and Betty Moffitt (J. D.). The family will receive friends Tuesday, February 2, from 6 to 8 p.m. at Nelsen Funeral Home, 4650 S. Laburnum Ave., Richmond, VA 23231 where services will be held Wednesday, Feb. 3, at 2 p.m. Interment will follow at Washington Memorial Park.
