Rowena Stevenson Carter

August 13, 1945 – December 30, 2025

Rowena S. Carter (née Stevenson), age 80, passed away peacefully on December 30, 2025, at 10:30 a.m. She is now at rest, free from pain, and rejoicing in her faith—singing with the angels in heaven. She will be deeply missed by all who knew and loved her.

She is survived by her devoted husband, Robert L. Carter; her loving daughter, Tracy Carter, and her husband, Rick Wingender; her brother, Raymond Stevenson, and his wife, Agnes Stevenson; as well as numerous other family members and lifelong friends.

Rowena will be remembered for her warmth, strength, and unwavering love for others. A woman of deep faith, she had a profound and lasting impact on everyone she encountered. She was truly one of those “neighborhood moms” who cared deeply and invested wholeheartedly in the lives of the children and families around her, offering guidance, kindness, and a sense of belonging that will never be forgotten.

Arrangements are entrusted to Nelsen Funeral Home, 4650 S. Laburnum Avenue, Richmond, Virginia 23231. There will be no visitation. A graveside service will be held at 1:00 p.m. on Monday, January 12, at Washington Memorial Park.

Her memory will forever remain in the hearts of those who were blessed to know her.
