"Billy" was born and raised in St. Catharines, he passed in his sleep Saturday morning March 9, 2013. Survivors include his Big Sister, Jacqueline D. Flatley(Grubbs), his 2 Uncles, Cousins, and Daughter Diedra. Services will be held at Hulse and English Funeral Home and Chapel on Church Street on Saturday, March 16 from 12:00 to 1:00 pm.
