
Born in Passaic, NJ on December 23, 1922, Barbara graduated from the University of Bridgeport where she studied physical therapy. She worked in the physical therapy department both at the Robert Packer Hospital in Sayre, PA during World War II and at Tampa General Hospital during the 1960s. After moving to Tampa over 65 years ago, Barbara wrote the original by-laws of the Lake Magdalene Civic Association, upon which other neighborhood association by-laws were modeled. She was PTA president at Lake Magdalene Elementary School in the 1950s and was the first PTA president at John Quincy Adams Junior High. When her children were in high school, Barbara attended the University of South Florida, earning both a Bachelor’s and a Master’s degree. She then began working for Hillsborough County Public Schools as a social worker, primarily in inner city schools. Twenty-five years ago, she helped found the Primetimers, a social group for retired Hillsborough County Public School social workers, which is still an active organization today. In 2017, Barbara, a life-long poetess, published her first book of poems.
She was predeceased by her parents, Octavius Victor Rodrigues and Ethel Marie Kayan Rodrigues, and her husband, Frederick Alfred Webb. She is survived by her children, Geoffrey R. Webb (Rebecca) and Judith K. Webb Perrella; her grandchildren, Jennifer K. Perrella, Whitney M. Webb (Sean), Leo F. “Lee” Perrella (Theresa), and Emma M. Webb; her great-grandchildren, Nicole M. Perrella, Jacob F. R. Perrella, and Declan E. Webb; younger generations of her extended family; and many friends.
