When I first met Jim, he and Jacki welcomed me into his home with open arms. With in minutes we were like brothers. We both had lost close family members, and I ask him how he dealt with all the pain and heartache. He showed me a large brick stone piece which rested just outside his sliding glass door. He could sit in his recliner and see this stone piece which had an engraving on it which read ... " If tears could build a stairway, and memories a lane, I'd walk right up to heaven and bring you home again". By the end of my visit with Jim, he forced me to take that stone with me. Today as I think about my old friend, its important to understand the depth of this man's heart. If only more were like Jim, we'd all be in a better place ... RIP Jimmy!

Jim, we're going to miss you and the caring attitude that you always displayed. Thanks for inspiring so many people.

We know you are a family again and free of pain. Deb and I will miss our talks and your guidance. We shared lots of RV trips and many good times, rest in peace good friend we have the con. One day we  will meet again and laugh about the $15.00 dollars we owe. JIM & DEB

I first met Jim and Faye, while I was working with their son, Jim, Jr., in the FBI Laboratory, Washington, DC.   At the time I was living in Arlington, VA, and had two small children.   Jim, Jr., or as my children called him "Baby Jim" invited us down to VA. Bch., for a short vacation in the early 80's.  We never dreamed that it would turn into a most wonderful time for all of us.  We visited the Milligans on many occasions after that and we considered them a part of our extended family.  "Big Jim", as the kids called him was, and still is, a part of our lives that we will never forget.   Faye was the most gracious hostess one could imagine and treated the kids like her own.  "Baby Jim" was always there to show us the sights in VA Bch. and Norfolk.  The memories of those visits are still vivid in our memories.  Jim, Faye and Jim, Jr., are missed every day, because of the impact they had on all of us.  They were all remarkable people, with wonderful senses of humor.  They are all together again in Heaven. The world is a better place because Jim Milligan was here, and through his neighbor Lucy I met two nice folks, Jim and also Jacque.   The time we did share was special and I know he had a beautiful home and a love of travel and adventure.

Dear Jim -  I know you are in Heaven with Joe and the multitude of family and friends planning the next event as usual.  You were such an inspiration to me!  I could always get the real scoop whether good or bad.  My job was never the same after you retired.  But I knew when I called you, you would always say "Suzanne my dear, you can do this!"  Always positive and always a true friend. You were always there helping me with the Communications services we provided at the  Commissioning and Decommissioning events.  I will miss you dear friend.  Well done! And Jackie you are the best caregiver ever!  All my love and prayers!

When I was the Stores and Readiness Officer on the USS DWIGHT D. EISENHOWER (CVN-69) from 1993 to 1996 I had the opportunity to seek the assistance of Mr. Jim Milligan for a visit by President Bill Clinton in October 1994 and our Change of Command in 1995. His wisdom and experience I greatly valued. When the IKE Public Affairs Officer told us we only needed a camera stand constructed for a head-on view of the stage set up in the IKE Hangar Bay, Mr. Milliagan said that we should also construct a camera stand so that the stage could also be photographed from a side angle. I followed Mr. Milligan's advice and gave him the approval to have both stands constructed by Navy Base Norfolk Public Works. Twenty four hours later the IKE PAO came to me in a panic because the Press photographers wanted the side stand also, I told him we had it covered. Two hours later as a crane lifted both camera stands aboard, the IKE PAO asked how I knew to have both stands built. I told him because I listened to Mr. Milligan who had been involved in other Presidential visits to the Norfolk Navy base and there were always two camera stands. I told the PAO, Bob I am always going to listen to the person who has done something more than once, rather than a rookie like you. The night before President Clinton's visit as we wrapped up final preparations for the visit, I asked Mr. Milligan to join me in the Wardroom for dinner. I cannot think of a better person to host for dinner. He made the lives of a lot of Naval Officers and Navy Supply Corps Officers easy with his readiness to advise the best ways to carry out a ceremony. May God in his infinite wisdom and mercy welcome a worthy servant into heaven.

Jim was an all around good guy, always positive and kind to all. I knew Jim for over 30 years and I always treasured his friendship. Jim, you will be missed and this world is a lesser place without you. God speed my friend. You are once more united with Fay and Jim Jr.

Jim was more than a neighbor he was part of our family. From the time we moved across the street he and Fay loved our daughter, Grace. Jim became Uncle Fluffo to her and they had many years of fun and joking back and forth. He will be greatly missed. Our prayers are with you, Jackie and we love you too.

Mr Milligan had the sweetest soul ever. He was such a kind person and treated my granddaughter like an angel. Ive lived around the corner from him for many years and he was always kind, giving and loving. I wish I had spent more time with him!
