

Richie was born in Rosario, Cavite, Philippines. He was a former mortgage loan officer for more than twenty years. He was a member of St. Gregory's Catholic Church and Salinas Family of Tidewater Association.
Richie’s favorite sport was playing racquet ball and he was a car enthusiast. He had lived his life every day to the fullest and made the best of it. He was a dedicated father and graduated from Princess Anne High School and attended Virginia Polytechnic Institute and Virginia Military Institute. He will be greatly missed by his family, relatives and friends. He was predeceased by both paternal and maternal grandparents, four maternal uncles, two maternal aunts, one paternal uncle and one paternal aunt.
Left to cherish his memories are his children, Rica V. Garcia and Randy Garcia and their mother Elaine V. Garcia, his parents Ricardo B. Garcia Sr. and Elisa C. Garcia, a sister Julie Ann Garcia, three uncles Manuel Garcia of Sacramento, CA, Aris Garcia of Honolulu, HI, and Jaime Garcia of Fairfield,CA, three aunts, Amparo Lumaban of Virginia Beach, VA, Remedios Baclagan of San Diego, CA, and Herminia Guevarra of Buena Park, CA, and numerous cousins. The family will receive friends on Thursday, August 30 and Friday, August 31 from 6 to 9 p.m. with a Christian Wake Service Friday, 7p.m. at Rosewood Kellum Funeral Home.
A Mass of Christian burial will be celebrated on Saturday, September 1, 11:00 a.m. at St. Gregory the Great Catholic Church.
Memorial donations may be made to American Diabetes Association or the American Heart Association.
