Born on April 19, 1937 in Bakersfield, California to Vernon Eugene Whitney and to Thelma Leone Reagles, Joyce grew up in Bakersfield and Maricopa, California. She attended Maricopa High School where she enjoyed being a majorette.
In her early career she worked for Dr. Newman in Bakersfield, California. Afterwards Joyce spent 20 years working as a Tax Accountant at TOSCO Oil Company, where she was known for her loyalty and dedication to the company.
Outside of work, Joyce was a devoted mother and grandmother. She was strong in her faith and read her bible and "The Daily Bread". She enjoyed crocheting, ceramics, jig saw puzzles and playing Bingo.
She was survived by her two children Jackie (Roger) Bankert and Timothy (Tammy) Mason; nine grandchildren, twenty-one great grandchildren and two great great grandchildren. Joyce was preceded in death by her parents, Vernon and Thelma; and her two brothers Gene Whitney and Jack Whitney and her sister JoAnne Brewster.
