Ms Jacobs was born in Oakland, CA, a daughter of John H Sr. and Gina B. (Eagle) Jacobs, now of Blackwater. She grew up in Blackwater Presbyterian Church, worked as a Certified Nursing Assistant, and enjoyed spending time with her son, nephew and family.
