A memorial for Howard will be held Thursday, April 17, 2025 from 11:00 AM to 1:00 PM at Reichert's Funeral & Cremation Services, 7320 Auburn Blvd, Citrus Heights, CA 95610. A graveside service with military honors will occur Friday, April 18, 2025 from 11:00 AM to 11:30 AM at External Service Location, 5810 Midway Rd, Dixon, CA 95620.
