

He was born on July 18, 1959 to Thomas Minton Neal, Jr. and Gloria Snipes Neal in Lancaster, SC. Thom graduated from Baptist College in 1981 and was awarded Juris Doctor at the University of South Carolina Law School in 1984. Mr. Neal clerked for Chief Justice Gregory at the South Carolina Supreme Court, followed by serving as Assistant Solicitor in the 5th Circuit Solicitor Office. He served as the Supreme Court Reporter for 30 years and worked at Oxner & Oxner Law Firm and The Law Offices of Thomas Minton Neal III.
Thom wasn’t only a great attorney, but a friend. His colleagues knew they could call on him for the answer. He was so knowledgeable about the law, and a wealth of knowledge especially in family court and child advocacy.
Thom loved his wife Betsy, his daughters, and his two fur babies very much. He spoke of them often. He enjoyed going to his and Betsy’s house in Edisto and spoke about the peace he found there.
Thom is survived by his wife, Betsy Couch Neal; daughters, Rebecca Neal Madden (Sean) and Frances Elizabeth Neal Mendoza (Alejandra); mother, Gloria Snipes Neal; sister, Lisa Neal Baker (Mark); sister-in-law, Doris Troutman Neal; and brother, David Bryan Neal (Gay). He is also survived by his beloved eight nieces and nephews.
He was predeceased by his father, Thomas Minton Neal, Jr. and brother, Mitchell Franklin Neal.
A memorial service will be held at 1:00 pm on Saturday, February 1, 2025 at Saint Francis Episcopal Church, 1650 SC-174, Edisto Island, SC 29438.
A Celebration of Life at Foxfield Bar and Grille will be held at a later date.
