Manuel lived and worked in Iraq, Kuwaiti, Iran and Germany where he learned to speak and read fluent German and was fluent in several languages, including French from the Nuns that taught at the school he attended as a child. Manuel left Iraq in 1969 and emigrated to America and became a proud citizen of America in 1972.
Manuel is preceded in death by his parents and sister Marina T. Devlin. He is survived by wife Carol B. Toony of New Waverly, Texas and stepson John (J.M.) Brandon of Idaho Falls, Idaho, brother and sister-in-law David and Patsy Toony of Portugal, sister Ramona Lakkis of Los Angeles, California and sister Diana Carroll of Conroe, Texas and numerous nieces, nephews, cousins and extended family.
Funeral services will be held Friday, January 2, 2026 at 2:00 pm in Cashner Colonial Hall with visitation one hour prior to service. Entombment will follow in Garden Park Mausoleum.
Manuel will be greatly missed by family, friends, and numerous people that were touched by his kindness.
